Speaker Biograghy: Luis was an Inspector in the Immigration and Borders Service since 1991, and was promoted to Senior Inspector in 2008. His other posts: Deputy National Director from December 2012; Borders Central Director from March 2010 to December 2012; North Regional Director from April 2007 to November 2009; Head of Central Criminal Investigation Department from September 2005 to April 2007. Other qualifications: appointed by the European Commission to be a member of the Experts Group on THB, by Decision of 22.07.2008, published in JO. Elected Vice-Chair of the EG from 2008 to 2011; member of the PT delegation in several WP of the Council: SCIFA, HLWG, Expulsion; Shengen evaluation and Frontiers; alternate member of the Management Board of FRONTEX and EASO agencies; speaker on migration and border issues at several international seminars; expert in EU fact-finding missions in areas such as frontiers, migration, visa and asylum.

Synopsis: Project RAPID is an innovative system that allows automated control of passengers in possession of electronic passports, thus eliminating the need for human interaction. The system permits a highly rationalised management and a significant boost to efficiency at Border Control. By reducing the process of border crossing to an average of less than 20 seconds, it speeds up the movement of passengers at Border Control significantly.
