Elliott Black, Director, Office of Airport Planning and Programming, Federal Aviation Administration, USA

Speaker Biograghy: Elliott has been active in the airport industry for 25 years, and was appointed Director of the FAA's Office of Airport Planning and Programming in April 2014, after more than four years as Deputy Director. The Office of Airport Planning and Programming oversees the FAA’s programmes related to airport planning, environmental processing and financial assistance, including the Airport Improvement Programme and the Passenger Facility Charge Programme. Prior to his appointment to FAA Headquarters in 2010, Elliott worked for more than five years in the FAA Great Lakes Region as Manager of the Planning and Programming Branch. He has formal training in architecture, planning and policy, and has held positions at Boston Logan and Chicago O’Hare and consulted to many others. He has played key roles in airport planning, financial planning, feasibility studies, airline negotiations, community relations and large-scale procurement processes.
