Speaker Biograghy: Gary has an MSc in Civil Engineering. He is a registered professional engineer and has been with the MAC for 24 years. He manages a staff of professional engineers, architects and scientists, and oversees a US$100-500m annual capital programme and the most extensive noise mitigation programme in North America. He has directed the planning and construction of Runway 17-35; a US$760m multi-phased programme that included elimination of a golf course, tenant relocations, hotel demolition next to the Mall of America, parallel taxiways, high-speed turn-offs and a CAT III approach. He oversees the controversial MSP 2035 Master Plan. He is nationally recognised by the American Public Works Association as a Top 10 Public Works Leader in America. He is a private pilot.

11:40 - 12:05 - A US$2.5bn/20-year incremental growth strategy for MSP
Synopsis: Minneapolis-St Paul International Airport is situated on 3,500 acres with no place to expand except internally. Being the 16th busiest airport in the USA and one of Delta Airlines' most profitable hubs, MSP has had to be strategic in the funding and implementation of its capital programme. Add to this the increased pressure from double-digit low-cost carrier growth and you end up with a staggered, incremental facility expansion requiring a mature 20-year planning approach. In addition to the routine volatility of the airline industry and hub operations, winter at MSP limits the outdoor construction season to seven months.
