Stephen Buwalda, Project Director, Turner & Townsend, USA

Speaker Biograghy: Stephen has led project controls teams on multiple international terminal projects over the past 15 years, on three continents. He cut his teeth as a Project Controls Engineer on London’s Heathrow Terminal 5, where he was recognised as the runner up in the Association of Project Management (APM) Young Project Manager of the Year award in 2005. Stephen implemented and managed project controls for the King Shaka International Terminal from 2007 to 2010, and the award-winning Green Field Airport Terminal in Durban, South Africa. Stephen increased his airport project experience at London’s Heathrow Terminal 2 from 2011 to 2014, where he performed a leadership role to deliver project controls on the T2 Landside Project. Stephen has most recently taken on a senior program controls leadership role as part of the Executive Program Management team for the new IAH Terminal Redevelopment Program (ITRP) at Houston’s George Bush Intercontinental.

Synopsis: Across the globe, clients are increasingly choosing to manage their capital investments using the tools and techniques of Program Management. This presentation sets out an approach to implementing program controls on major airport programmes, within the Program Management approach. Major programs are complex enterprises; they expose the client organisation to significant business threats and, conversely, offer benefits that can transform markets. The successful application of programme controls teams, tools, processes and procedures are fundamental to the ability to successfully deliver through all phases of the programme lifecycle. The presentation will illustrate globally demonstrated aspects of implementing program controls.
